Regarding your question I would like to inform you that the official JEE MAIN cut off for top NITs this year has not released till now. So for assuming something about about the opportunities in top NITs, you should go through and analyse the 2019's cut-off details of NITs minutely from the official website or the links given below:

So after comparing with the previous year's cut-off details, it's quite clear for you also that despite being a student of ST category, it's one type of impossible for you to get admission in any topmost NITs with 80 percentile . Also you've not mentioned your state in your question, that's why I'm not so sure about your opportunities in other NITs like NIT Hamirpur, NIT Meghalaya, NIT  Jalandhar, NIT SIKKIM etc through Home State quota. However one more thing I should be added here is that you've enough possibilities in State Government and Government-aided Engineering colleges and top Private Engineering colleges , so don't forget to apply for State Level Counselling also.
