Government institutes have a very high cutoff for engineering courses, but with your reservation, you can definitely get admission in the NITs and IIITs. But of course, it is also depends on which branch you want, and your rank. So when you apply through JoSAA, you will have to submit a list in which you set the branch and college that you want, in the order of preference. You will be allotted the course and the college according to your merit rank.

According to previous years cut off analysis which is subjective as cut off's change every year depending upon a no of factors such no of applicants ,level of difficulty of jee mains etc etc, at 80 percentile its tough to get NIT or IIIT though you might have a chance at your home state NIT, also you have probable chances of getting IIIT Pune in round 2 approximately.

As you are from ST category,with this percentile there are the chances of getting any NIT.So you can definitely apply there for the admission.Also, The cutoff of NITs for top B.Tech branches is the minimum marks required by the candidates to get admission in any one of the NITs across the country. Candidates will be required to score at least the minimum score as set by the institute to be eligible for taking the admission in the respective Institute.
