I got 80percentile in jee mains and got rank 11998 in sc category ,can I have a seat in iiit's?

Sorry to inform you that your score is low and at this rank you can't expect any IIIT's. Neither your category will help you as much as it could provide you a Seat. You better go for some private colleges or drop this year and go for preparation you can bounce back strongly and hence can be successful.
