I got 81 percentile,, 214568 CRL rank in jee mains and 68990 obc category rank.. Am I qualify to write advance 2019?

Sorry to disappoint you but the cutoff percentile for jee advance is 89.75 hence you wouldn't be able to get qualified for advance. I would suggest you to take any descent college though jee mains or if you want IITs only then drop the year and try again next year with better preparation.
