Whether you are eligible to get free seat or not depends on the category you belong to. If you belong to general category then you aren't eligible to get free seat. If you belong to SC/ST category with parents' annual income less than Rs. 2 Lakhs then you are eligible to get free seat. As you have not mentioned your category we assume that you belong to general category. Considering the previous year cut off you may not get seat in a decent college with such rank.
