Yes, you surely can. However, if you are a general category student, you may not be able to get courses like Bachelor of Commerce, Economics Honours, English Honours because the cut off of these courses are pretty high.
Also, one can get admission in these course throught Sports quota and ECA as well. Ill suggest you to go through the Delhi University website for undergraduate admissions to get more clarity on merit based admissions.

There are about 70 colleges in DU, they can take in almost anyone above 60% (not guaranteed though). The scary cutoffs you hear about in news is of only a handful of colleges. Even they sometimes get down to 80% in subsequent cutoffs. So Delhi has enough space for everyone. If you just want DU and any college will do, then you are in for a treat! Getting into top college will be a little difficult for someone with less that 85% and in general category.
Theoretically, you could get into even top-notch colleges like Hansraj and Hindu in the first two cutoffs if there were no caste and disability based reservation.
But you are from SC or ST or person with disability from OBC, SC or ST, feel comfortable as you might even get St. Stephens College.
