I got 83 percentile in mht cet which college I get

Hey Prasana! Maharashtra Common Entrance Test (MHT CET) is a state level exam conducted for admission to Under Graduate courses for colleges situated in Maharashtra. Since there are many colleges dependent on MHT CET for their admission so it is difficult to pick right college. You can predict your college with college predictor tool on the basis of your rank in MHTCET 2019.

You have a decent percentile in MHT-CET so you could get a lot of good colleges in Mumbai/Maharashtra, but mostly Private, because government colleges have a very high cutoff. Secondly you haven't mentioned the  branch of your choice. So it's difficult for me to judge. Next time please mention your marks along with the percentile, it's difficult to judge that way. So decide upon the branch, you may get VESIT, if you are not picky.
