I got 85 percentile in jee mains belong to st category can I get RTU kota or MBM jodhpur as belong to ST category

According to your percentile your rank would be near about 1.7 Lakhs. On the basis of this rank and your reservation category there are strong chances that you might get seat in any one of the mentioned institutions.
Note that MBM Jodhpur and RTU Kota both takes admissions through REAP counselling which is done on the basis of your marks in class 12th as well as your JEE-Main percentile.
