well as per you inputs there are less chances of yours to get admission in ipu for cse or ece but yes i'll suggest you to wait for the counselling session to be held and the merit list the colleges are going to issue to allot colleges.rest you can use migration option after completing your first year during second semester(if your college provide so).

at this rank and being an outsider delhi there is no chance to get CSE and ECE at any college. even other branches are difficult to get.
