If we go by last year cutoffs, with a sc rank of 8857 it will be slightly difficult for you to get into NIT Rourkela, unless you have a home state quota. Cutoffs tend to vary every year. Here are some of the branches at NIT Rourkela, where the closing rank from last year was close to your rank and you might have a chance of getting this year, if cutoffs are eased a bit.
In 2021, NIT Rourkela accepted upto (home state quota) -
• Rank 7322 for Ceramic Engineering
• Rank 7643 for Biomedical Engineering
• Rank 8121 for Food Processing Engineering

Firstly you should have specified the course, however, there seems like there is a low chance of NIT Rourkela for you. If we see the last year's cutoff even in the last round, you can get B.Tech + M.Tech Chemical Engineering if you belong to the home state, otherwise, you cannot because, for other states, the rank closed at around 4k.
The second option is B.Tech + M.Tech Metallurgical & Materials Science, there is a chance here only if you belong to the home state.
The third and last option is B.Tech. Food Process Engineering, that too if you belong to the home state, as for the HS, the rank closed at around 10k.
