i got 89.74 percentile but cutoff is 89.75 percentile am i eligible to write advanced ?

sorry to say but you will not be eligible for jee advanced. but u can still look for good colleges via jac counselling. some of the colleges are:-
- delhi technological university
- netaji subhash university of technology
- IIIT delhi

you can also go for private institutes like
- amity university
- bennet university
- thapar university
- VIT
and don't lose hope, if not iit you can still get into good colleges.

As per the cutoffs released for various categories the cutoff of general candidate for being eligible for JEE advanced is 89.7548849. Anyone not crossing this limit is not eligible for JEE advanced.
And however unfortunate it sounds, you are not eligible for taking JEE advanced in 2019.
