Of course, you should apply for the counseling anyone who has given the exam and scored above 100 should apply for the counseling. If you do not apply then you don't know. Also, there are a lot of colleges in the process of josaa counseling so you never know if your luck works out and you may get into a college.

SO FILL ALL THE COLLEGES AFTER THE OBVIOUS NITs and IITs.
