I got 90 percentile in KIIT Phase-1 and got provisional CSE branch. Now if I dont do the payment and appear for Phase-2 , can this Phase-1 percentile still be used for counselling process in Phase-2 or later.

No every phase has their own counselling so your phase 1 score can't be used for other phase 2 and 3 counseling
