i got 92 marks in cee and my rank is 1863..am i able to get admisson in any engineering college

As you have secured 92 marks in Assam CEE 2019, so definitely you will be able to get admitted in one of the govt college under CEE.
But of course you won't be able to make it to the best college like AEC, since it demands a good rank to get admission in it.
However, you will get a decent college.
