Though you are non local if you get a rank below 10,000 in ts eamcet with conditions -parent should not be a government employee and annual income should be less than 2 lakh you will have chance to fetch free seat through ts eamcet.Every year the cutoff changes due to many factors like total students appearing for exam,difficulty level of paper,seats availability etc.as you did not mention your category considering you from general category, as of now its tough to exactly tell about the cutoff of seat but based on previous year analysis,your rank and category,below are the  chances you can have based on previous year analysis:
