Since the closing ranks for colleges are not available anywhere so I cannot really give you any solid suggestions regarding the colleges that you can get with this rank.
Now with my knowledge, since you have a really good rank, you can get Chemical Engineering in Andhra University easily, especially because you belong to the SC category.
Now all you have to do is participate in the counselling properly and wait.
