Generally home state quota or domicile certificate is consider for the state in which you are born, no matter from where you have completed 12th, or schooling so, here in your case home state is your domicile state i.e TAMIL NADU, for which you get benefit for home state quota.
you can apply for NITS in Tamil Naidu, like NIT TRICHY, if you belong to general category then least chance of getting top branches like CSE, but you can apply in other branches like ECE, CIVIL etc.
