It is your decision to give JEE Main in 3rd attempt. Yes you can give as jee main has given 3 chances to take jee main. These GAP thing won't matter if you appear for placement on the basis of exam like there are many hiring contests. They don't keep any gap condition. There are Mass recruiting companies who keep those condition. So if you go for those then you won't be eligible. But many companies are still there who keep 2 years also.
So it differs for different company. All the best for your exam.

Nit tag is important but not to that extent that it is what matters. Aftrr btech, what matters is your cgpa of btech course and your placement chances and your gd pi etc rounds.
As per your querry, if you get in bit you should go for it but fees would be higher but its highly reputed collegr.
But if you only want to get chance in government college- and have nit tag than drop a yr but dropping 2 yrs is not a much issue as you are ekigible for jee 2020.
Moreover you have 96 percentilr which is really good so you have a better chance for placement.
Do what suits your better. Both have advantages and disadvantage so do what better for you.
