VITEEE that is the entrance examination for getting into VIT was cancelled this year owning to the current COVID pandemic. This year, the admission is through 12 boards marks and JEE Mains rank that is optional. With your rank of 9700 you have a slight chance of getting into CSE in VIT. The cutoffs vary every year depending on the percentiles, the vacancies in the subsequent rounds of counselling so predicting the exact yes/no would be difficult. I suggest that you wait for the JOSAA counselling to end.
