97.6 percentile is a decent percentile score.
According to last year cut offs ; you may get chemical branch in ICT mumbai if your Rank is under 16-18 thousand. ( Vary according to exact conditions and number of candidates applying for the seat ).
But I think 97.6 percentile ( assuming your Rank is more than 22 thousand ) ; you will be at border line ; you may or may not get chemical . So you should go for counseling .
But have a backup option along with it .

Hi, according to your percentile your rank would be somewhere around 20k to 25k and your score would be somewhere around 140.For admission in btech chemical engineering in Institute of chemical technology, Mumbai according to last year was around 190 in the last rounds.So you will be not getting a seat in ICT Mumbai in chemical engineering branch but in other branches you are eligible.
