I got 98/200 in NATA and my barch cut off is 267/400 can i get seat in anna university ,thiayagarajar and any other good college

You need a NATA score of around 120 to get a good college but you JEE score is quite well. Anna University takes NATA scores, not JEE scores so that might be a little difficult but you can get any other college of your choice. You should apply for the NITs, Jamia Millia Islamia, and other colleges which accept the JEE Paper II score.
