I got 99 percentile in Jee mains attempt. Can I get admission in Delhi IIT or NIT from other state for CS branch?

Irrespective of your rank in jee main, you cannot get into IIT Delhi or any other IIT.

This is because,

Admission in IITs is solely on jee advanced rank.
