You can write the exam. The 75% waala clause is for NITs, IITs, IIITs and CFTIs admissions. So please apply and appear for the JEE Main exam. JEE Main eligibility has the year of birth, no of attempts, subjects etc. No where does it say 75% or top 20 percentile for writing the exam. Many students are mistaken about this.
As for admissions, it depends upon the state. Also universities like Thapar, Symbiosis also take students on the basis of their JEE Main marks. The eligibility criteria for admissions differs. Also states like Rajasthan, Haryana, Himachal, Odisha also take through JEE Main but admission. Rajasthan has 15% for outside state students and they say candidates must have passed in class 12 and qualified as per JEE Main. The state even takes students in this 15% who have not written JEE Main but figure in the top 20 percentile of their board. Many people get confused about the top 20 percentile also. It is a cutoff marks that is given in JoSAA and if you have the cutoff marks given there in class 12, you can apply.
