Hope you are doing well…

Yes. Even if you do not float or freeze your seat in alloted college in counselling round 1 .. you will be eligible to participate in counselling round 2 and following rounds.
because it means you did not choose or select the college given to you.

But Mam Everyone is saying that you cant participate in 2nd round if you have not already paid your institutional fees (20k)
