If you are talking about the EAMCET rank of 23k yes definitely you will be getting the seat in JNTU affiliated colleges and Andhra University affiliated colleges in ap.
For the stream cse and ECE the Colleges like anits, GMR institute of technology and science and RVR college and Gitam, few other colleges provide the merit based convenor seat as per the score you made.
