Hello,
Yes, you will still be eligible to participate in second phase counselling. Candidates who haven't joined in the college allotted or candidates who haven't secured seat in first phase or candidates who didn't participate in first phase counselling or candidates who want to opt for better college and branch than previous allotment can participate in second phase. Since you haven't reported in the alloted college the seat will be cancelled you cannot claim the seat whether or not you get seat in second phase.

mam i reported at the clg i got in first round. i will get another in clg in 2nd round definitely. since I reported the first clg.. still i get another clg in 2nd round..
