Yes, you can do it but it will lead to loss of a seat of meritorious all India quota student seat somewhere else as the seat you will vacate then go to state quota. you can vacate the seat obtained from AIQ counseling if you get a seat in state counseling. Once you are alloted a seat through AIQ in Second Round, you have to take admission in it or your security money (10000 for govt and 200000 for deemed universities) will be forfeited. And if you take admission through AIQ in Second Round then you won't be allowed to leave that seat. Also you will have a hard time producing original certificates at both colleges allotted via aiq and state counselling.
