Well, Sorry for you, but candidates can change their state of eligibility, nationality and gender only, applying for category change may cancel you seat and might not be allowed in further josaa rounds, If your application gets cancelled you can register yourself in csab 2020 with the same category as given in JEE admit card, but you can commit your problem at the reporting time of institute you want to join. Now you can't edit your caste at jee portal.

The category change application which you have submitted and got cancelled does not specify what is meant by category here, whether it is about caste or used in some other reference.

However regarding the question of getting same course in 2nd round of counselling and utilisation of fees in further process, it will be applicable. The candidates can appear for 2nd round of counselling for the same course and the fees would also be utilised but to what extent it would be utilised would only depend on the university and colleges . Every college has their own refund policy . According to their policy they may utilise whole amount in further process or use only some of the money in further process.
