Based on the cutoffs of the year 2018, you can get all the 3 colleges that you have mentioned- CTAE, RTU, MBM by the last round.
In MBM, you are eligible for branches like Electronics and Electrical, Electronics and Computer and Production.
For RTU Kota, you are eligible for all the branches except CSE.
For CTAE, you are eligible for all the branches.
Having said that, I will also say that the cutoffs vary every year depending on the number of candidates, their rank, the number of seats available, etc.

I have already mentioned that since it is a government college it will be better to contact them as it might depend on them and their discretion whether they will refund the amount or not.
