I got gen rank 62828 ,BC rank 20317 and BCGL rank 3933 Will I get good college with civil engineering..

It is quite difficult to get admission in goverment engineering colleges with this rank. Your rank is too high to procure seat in any of the government colleges. But you can try for private engineering colleges. There are many good private engineering colleges, you can easily get into them.
