i got my 7th choice ajay kumar garg computer science and engineering (artificial intelligence and machine learning)shift 1 in upsee counselling in first round. Can i get AKG computer science and engineering (artificial intelligence and machine learning) shift 1 FW which is my 5th choice??

Since you have got AKGEC CSE(AI & ML) Shift 1, you have confirmed your seat in that college. For FW programs, there are only 5% seats of total available and for that you must have filled the EWS or similar field during your counselling to prove your low financial state. The conditions being that the annual income should be less than 6 lacs to avail this scheme and to choose FW shift 1. So if you fulfil that criteria, then yes you can get what you're looking for.
