As you haven't mentioned the both colleges name it would be easier to anwer if you would had mentioned that. It will depend on both colleges cut off ranks in round1. As it is also not necessary that you will get admission in option 68 it will all depend on the college seat vaccancy in second round and also if this college have cut off ranks was higher than your college option 47. So I will suggest you to download the result of round1 then compare the cut off ranks for both the college and then apply according to that. It is always not confirm that you will get the college because sometime 2nd round cut off ranks are higher than first round. So you can report to the college and submit willingness for upgradation this will secure your seat in college which you have been allotted. In second round you should fill college option 68 on the top so you may have high probability of getting that college.
There might be some technical glitch or some problem with the server. Sometimes the website is down due to the higher traffic of students trying to register at the same time. So, it would be better to wait a bit and then try to apply for the registration process.
