I got REC Azamgarh in 2 round counseling of UPTU .Can I float again to 3 rd round to higher choice ??

Definitely you can float for better opportunity. If you are not satisfied with your allotted college and engineering stream then you can take another chance. If you think that there are very less difference in cutoff rank of better college and your rank then you have better chance to get admission.
