If you cancel your seat after self reporting and payment of fees you cannot participate in second round of counselling. If you just don't want the seat allotted to you then don't self report and don't pay the fees. Then you can participate in second round of counselling. If you want the first seat to be reserved to you and also want to participate in second round of counselling then self report and pay the fees.
Remember if you are allotted a seat in second round of counselling then the seat allotted in first counselling will automatically get cancelled and you have to join the college allotted in second counselling. The fee you paid in first counselling will automatically get transferred to the college allotted in second counselling.
So be clear about second counselling and select colleges better than the college allotted in first counselling.
