I got seat in first counselling. Can i apply for second counselling. If so, should i get registration and pay processing fee against ??

Please fill in the adequate or necessary details while asking your query, for instance in this case you need to mention the entrance exam you are referring to so that we can help you by resolving your query accurately. 

Now to answer your question based upon your mentioned details, if you have successfully registered for the counseling of an entrance examination and are allotted a seat in the first round then you can either choose to accept it by paying a seat acceptance fee and then if you want to participate in the subsequent rounds of counseling, then you have to submit the upgradation form which allows you to accept some other seat which could be allotted to you in the subsequent rounds of counseling.
