I had complete my 11th on 2018 but I had not studied 12 coz of some problems.can I join a college now in 2019

Ofcourse you can do your class 12 now. For this there are some requirements from your side which the school you want admission will need and these are:-
- Class 10 and Class 11 Original Marksheet
- Class 10 School passing certificate
- Transfer Certificate
