I had finished Class 12 with PCM from state board and now I'm applying for dual enrollment in NIOS to write Biology exam, so that single marksheet will be issued by NIOS, can i use transfer certificate of state board in neet ug counseling?

Further, Yes, you can also use your transfer certificate from your State board examination to apply in neet UG Counselling process. School Leaving certificate or transfer certificate is same only . You can provide that in the state counselling.
