To qualify for JEE Mains 2021, Candidates who have passed Class 12 or equivalent exam in 2019, 2020 or those who will appear in 2021 are eligible. The Information Bulletin doesn't mention no.of attempts for JEE Mains per year. But for JEE Advanced, you should have appeared for your 12th either in 2020 or 2021. Because you are enquiring only about JEE Mains, you are eligible because you completed your 12th in 2019. You can check the Information Bulletin at: https://jeemain.nta.nic.in/webinfo2021/File/GetFile?FileId=1&LangId=P . And to qualify for JEE Mains 2021, Candidates who have passed Class 12 or equivalent exam in 2019, 2020 or those who will appear in 2021 are eligible. And the other criteria is that to qualify for JEE Mains, there is no minimum aggregate criteria. But if you want to join NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% only in your 12th. 11th marks aren't considered. And then to appear for JEE Advanced which is the gateway for admission to IITs, you will need to fulfill the 75% aggregate condition. Now it is 75% for General Category and 65% for Reserved Categories. So how much you score in 12th is what matters to secure your eligibility for NITs, IIITs, CFTIs and JEE Advanced.
Definitely you are eligible for jee mains 2021.
A candidate can appear for jee for 3 times in 3 consecutive years, in your case since you appeared for your class 12th boards examination in the year 2019 and also appeared for jee mains in the year 2019, so you are eligible to appear for jee for the years 2020 and 2021 for all the sessions that would be conducted for each year.
So the recent notice issued by the nta on 20 dec 2020 that 2019 appeared candidate can not sit in 2021 is all for jee advance 2021 not for jee mains..
