I had passed in bcom degree, but out of 18 papers only 3 papers i didn't pass, so can i appear in UPSC exam?

The eligibililty Criteria for UPSC is to hold a graduation degree from a recognised university it does not matter if you fail in any paper you only need to have a valid degree to be eligible for UPSC and must fulfill the other Criteria.
ELIGIBILITY CRITERIA
Bachelor’s Degree in any discipline from a recognized University or equivalent
Age must be between 21-32 years

For UPSC there are no marks criteria for the candidate appearing for the UPSC CSE examination. If you are given the graduation degree, then you can obviously appear for the UPSC CSE examination. But I would personally recommend, if you can clear the Papers or you should prepare a good answer for the Personal interview, because the panelist will ask you the question about this 3 papers in which you will pass. May be they won't ask about the subject, but they can ask you about the reason of not passing it.
