Dear aspirant,
National testing agency has released the application form for neet 2021 at the official website that is nta.neet.nic.in. Applicants can fill the application form and upload all the necessary documents and photograph, thumb impression, signature of the candidate.
So, coming to your question I don't think your signature in blue pen will create that much issue but yes it has been mentioned in the criteria that you must do with it in black pen but if you have scanned and changed the filter it won't be recognised much.
Majorly your signature dimensions should be proper. It should between 4k and 30kb also .

It is important to have signed it in black and then get it scanned and upload. But if you have uploaded it in blue, as long as it follows the size quidelines, you should be fine. Or else, NTA will notify you asking you to change it and you can change it during the correction window.
