I had written Maharashtra SSC board exams in 2013 & had failed in 2 papers, later I had written improvement exam 2 times that immediate year & still couldn't make it. now after 9yrs I wish to write the exam and complete, so am I eligible to write only those 2 papers or I'll have to write all papers

No, this is not possible and that too after 9 years.
You even didn't pass in the improvement exam which was your last chance to pass. After failing improvement you cannot even re appear the next year for two subjects, you would have been asked to start SSC again. Hence, there is no chance of appearing in 2 papers now. You can give SSC as private candidate or from any open learning institution and complete it by appearing in all the subjects.
