After analysing the provided article and cut-off details prominently, I think it's quite clear for you also that despite being student of SC cateogory your percentile and marks are not sufficient for getting admission in any kind of Government MBBS and BDS colleges in any state. If you could manage to achieve almost 440-50 marks under the Scheduled Caste qouta then there might be some opportunities, otherwise nothing is possible.
