according to the eligibility criteria for applying for ews category certificate Candidate's annual family income must be less  than Rs 8 lakhs/  annum. His/her  family must not own more than 5 acres of agriculture land. The residential flat area should be below 1000 sq ft.

the residential plot owned by your family less than 100 sq.yards (in notified municipalities)

the residential plot owned by your family less than 200 sq.yards (other than in notified municipalities),

however 5 cent =  241.99999999992  sq.yard which is over 200, thats why you are not eligible to apply.
