I have 511 marks in NEET 2019 , 43009 AIR rank and 5688 Kerala rank .Is there a chance to get a govt seat or private seat in mop up?

In this country there are about 30000 government seats for MBBS. In Kerala there are about 5000 total seats in MBBS as well as BDS in both government and private colleges in kerala. And in India there are about 65000 total medical seats including all government and private colleges. So as per that the state rank of 5688 there are low chances of getting a college as medical seats seldom remain vacant. Still chance can be taken for couselling through State Quota.
