You are very much eligible to give CAT exam. If you've gone through the notification then you must have seen the eligibility criteria to give CAT is that the applicant should have completed his Graduate and with 50% minimum marks from any stream. Although, with that marks in graduation, it would be difficult to get into top IIMs. The percentile requirement for CAT to ensure your call will be exceptionally very high, which will be more than 99.6+ percentile(if you belong to general category). Again, if you're from Engineering background then chances may drop further more. You haven't mentioned your graduation stream.
