Dear Abhishek, for being eligible for upsc, you need to have a degree from a Central, State or a Deemed University A degree through correspondence or distance education or feom an open university is also acceptable. So ideally your percentage doesnt really count.
For BPSC, candidates must have passed degree in Arts/Science or Commerce from a University recognised by the State Givernment. Candidates in their final year are also eligible. No mention of the percentage here as well. So in both cases, if you pass your degree you are eligible.
