I have 61 percentile in jee mains and 64.92 % in 12th (422/650 i.e in 7 subject and 65% if 5 subject) can i get admission through josaa?

Well with that score you might be able to secure a seat through JOSSA but you will need to wait till the last screening rounds and still if you got a chance it might not be in any of the renowned college. So their are less chances but you can still hope for the best. And one thing more keep a check on open round take place in last to fill up the seats. That will be best opportunity for you to grab a seat
If you are a general Category student you are not eligible for JoSAA counselling. To qualify for JoSAA candidate need to clear JEE Mains and JEE Mains cutoff for general category this year was 89 percentile. So unfortunately you will not be able to register for JoSAA counselling 2019.
