Yes, with 62% in your12th board examination you are eligible for B tech in Government Engineering College.
This is because,
In most of the Government Engineering College to be eligible for BTech you need only at least 45% in 12th or at least 40% in 12th if you belong to reserved categories.
For example,
Institute of Engineering and Technology, Lucknow is a Government Engineering College in the state of Uttar Pradesh.
And to be eligible for BTech in Institute of Engineering and Technology, Lucknow you need to have passed 12th with Physics and Maths as compulsory subjects along with one of - Chemistry or Biotechnology or Biology or Technical Vocational subjects and should have got at least 45% marks in the aggregate of these subjects or at least 40% marks in case if you are from sc/st.

But yes, with 62 % you cannot get admission NITs, IITs, GFTIs, IIITs as to be eligible for NITs, IIITs, GFTIs , IITs one needs at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.

You must be specific about the college. Because in India there are many government engineering colleges and I cannot assume any college by myself.
Some of the good goverment engineering colleges like IIT, NIT or IIIts, require atleast more than 75% aggregate in class 12th. Also you must have to clear the jee mains and jee advanced exam.
And some colleges loke jadavpur university or university of calcutta, gives admission on the basis of state entrance exam called wbjee and in these if you have more than 50% aggregate ojn class 12th, then you can take admission as per your entrance exam results.
Note that nearly all the goverment colleges take admission via some entrance exam and some have class 12th eligibility criteria of more than 75% and some have just more than 50%.
So, you can take admission in government engineering colleges but for that you have to clear it's entrance exam.
