I have 71.177038 percentile in JEE Main 2019 January exam so can I get admission in COEP college for Computer Engineering

You have to clear MHT-CET to take admission on COEP PUNE. So for now you are not eligible.

You have to wait for the jEE resultswhich will be released on the month of April by national testing agency NTA officially.The cut-off will be announced in April for jee advance, so you have to wait till april to know the cutoff for JEE Advance because it will depend upon the number of students appearing in April too.

According to the previous year cutoff's your percentile might be less. I would like to suggest you to give second attempt so that you can improve your score.
