There is no specific cutoff marks in Fergusson College for UG Arts courses. However for admissions you have to score above 91% at 12th level for Grant in Aid courses. While above 88% for UG self financed courses.

If you want admission for BSc course, then I think it is possible. Your admission won’t happen on merit, because score is quite low for open candidate. But you just keep visiting college office even after the 3rd merit list is displayed, and you are not on it. Many candidates vacate their seats after securing admission in engineering or medical course. They just take nominal admission in Fergusson College for backup. If you keep visiting college even after admissions have been closed, you might get a vacant seat.
